A good netbook is able to perform all basic functions like surfing the net (it is not called a netbook for nothing), all social networking, some basic text editing, watch a movie. 11 inch laptops have better specs but are not as cheap as a netbook.
Remember when looking for a new netbook: Netbooks ARE NOT full blown laptops and the specs are according to the price: basic. Netbooks are lightweight, have impressive battery life and are easy to take with you. The 11 inch laptop gives you the same portability, are although they cost a bit more, still very affordable but the cpu, motherboard and screen are generally speaking better quality.
The main competitor is the tablet, but I choose my netbook or 11 inch laptop over a tablet to take with me on the road in the USA anytime because it has a normal keyboard, and when I have closed it it is safe. I would never be at ease with a tablet in my bag in fear of breaking the expensive glass screen.
So, When you want to buy a new netbook or 11 inch laptop there are several things to consider like: price, weight, processor, Chromebook or not, Apple or Windows etc.
